Once inside the entrance to the room is open and a small dumb-waiter in the wall allows for payment. This, as a result, eliminates any personal contact with motel employees and witnesses.

Why Costa Rica?

The sex business here is legal. Many of the girls engaged in this activity are young, clean, polite, and attractive. Because of their circumstances, many never complete high school. Lacking an education or marketable skill, these young women turn to the only thing they know to earn a living. This is important to understand, to them it’s a job! No morality, no fidelity to anyone no emotional ties to their partners, they view it simply as a job.

I can’t remember the last time I had a suspected cheater under 35. Most of what we get for surveillance is for the middle-aged and up group. They come to Costa Rica after they have learned from one of their friends about the unlimited opportunities to hook up with a young attractive woman. Or they come here with friends and observe the potential for such an opportunity as it is clearly obvious what is going on. What do I do?

It’s a matter of being in the right place at the right time to capture the indiscretion.

You need to get as much information as possible about the trip. Flight, date, airline, hotel, and destinations. If this is a repeat trip and you have discovered the name or social imprint of the person they are likely to see, then document it and make it available. Any and all recent photographs of the target as well as any traveling companion.

Changes came from top level in Government

Regardless of what you are looking for in Costa Rica, inquiries and the manner to obtain them has been impacted by the changes brought on as a result of Covid 19. According to the University of Costa Rica all of the information concerning the pandemic and the subsequent changes has been orchestrated by to level government.

Most who seek locating someone here are unaware that Costa Rica has no street addresses. It is all descriptive. Additionally there are no protocols in place that update the locations as they are listed in the various registries. Some of the locations could be one to twenty years old. The older the listing of an address the higher likelihood of landmarks changes increases with time. Contacting the U.S. Embassy here to locate someone is uneventful as they will refer you yo the local law enforcement agencies.

What you need to know:

Costa Rica is once again slowly but surely returning to some sort of normalcy. It would be helpful to outline some of the new regulations after relaxing pandemic rules in Costa Rica, First and foremost is the safety of all. You cannot enter a business without washing your hands and wearing a mask. So, it is not optional and you can face criminal charges if you don’t. But most businesses and restaurants have installed wash basins outside their businesses.

Restaurants and bars are restricted to capacity and activities. So don ‘t think it has returned to the point where the favorite watering hole will be slammed. Likewise, restaurants are limited to capacity and hours of operation. So, a word to the wise, before you go call and make a reservation. If you don’t you may wound up at McDonalds.

 

Some of the New Regulations after Relaxing Pandemic rules in Costa Rica

As you might be able to interpolate, you can see the easing of restrictions as they apply to specific dates. So a word to the wise would tell you that if you have plans to go to a restaurant, call first and make a reservation.

Vehicle Restrictions

“To restrict the movement of people”, driving restrictions have been put into place. The new Regulations after Relaxing Pandemic, vehicles can only circulate between the hours of 5:00 a.m. and 11:00 p.m. all week long. These times correspond with the hours that most businesses are allowed to be open.

Previously, driving on certain days was also restricted, based on your license plate number. But as of March 1, 2021 all license plate restrictions have been lifted. All cars can now circulate everyday, except in downtown San Jose (for traffic control purposes). See this chart for San Jose restrictions.

Note: Tourism related vehicles (e.g. shuttle vans/tour vans) as well as rental cars are exempt from the driving restrictions. If you need to drive outside the allowed hours or within the San Jose downtown area (e.g you need to catch an early morning flight or are staying at a hotel in San Jose), you should be fine if you present your plane ticket/hotel reservation to the traffic police.” These restrictions are being enforce by the Transit Police and the number of cars they have seized is enormous.

What is your husband doing in Costa Rica?. You’re not sure what to do. I can help you. Before worrying about that decision, let’s focus first on what you should not do. I know most women “knee jerk” when they know something is amiss with their loved one. Don’t confront him without a Plan, Proof, and a Purpose.

DO NOT ask your husband if he’s cheating. Liars will always lie. Present the evidence you’ve gathered that proves he’s having an affair, names, dates, places, times, absences, phone calls, physical evidence, and the video evidence that we collect for you. Eleven things not to do

Do not do anything you would not do in your hometown:

Many ex-pats seem to believe they can outsmart the system when they come to a less developed country. Or, it just may be the way most Costa Ricans behave with ‘gringos which turns them into wishful thinkers.

It is best not to try the Do it yourself method!

I know some try to save some dollars in legal fees and avoid the work of finding a good attorney to guide them. Do not do that! Do your homework. Find an attorney, you feel comfortable with and stay with him for as long as he does good work.

Do not rush into the decision of hiring an attorney.

Most importantly if you are thinking of investing in Costa Rica, hiring a local attorney is a must for you. It does not matter if you are just buying a car, a home, or planning to set up a million-dollar business. You will need an attorney. You may not like the idea of paying legal fees, but who does? But accept it and live with it. The idea is to have your lawyer working for you as ‘preventive medicine’, as insurance against what ‘might happen. Consider the legal fees as your insurance premium, because that’s really what it is. Today, you will pay a fraction of what it will probably cost to try and fix that problem later on if you do not have an honest attorney to guide you.

4. Do not think of buying Costa Rica real estate and only follow the real estate broker’s advice! In Costa Rica, real estate brokers are not licensed in the same way they are in the United States. Some of them are real professionals, but a lot of them are just ‘enthusiastic’ salespeople.

Either buying or selling real estate, you will probably need a broker’s services, but even if your Costa Rica real estate agent is first class, have your attorney on board and have him supervise the process. These are other mistakes ex-pats make in Costa Rica.

5. Do not blindly trust your own countrymen! Just because they have been here more time than you have. I have seen US citizens being conned by US people and, Canadians by Canadians and so forth. Be careful! There are a whole lot of strange people in this country, some of them fleeing from the FBI, Interpol, ex-wives, and even from mental institutions.

6. Gentlemen! Please remember that you do not, I repeat, do NOT need to marry the first beautiful ‘Tica’ (Costa Rican woman) that you meet!

7. “Old Mac Donald had a farm“: And he lost it because he never took care of it. This is a common story in Costa Rica. Again, please remember that our legal system is different.

8. South of the Border…

I am well aware not everybody here wears a big Mexican ‘sombrero’ and has a big bushy mustache. Not all the ladies are named “Juanita Bonita’. South of the Río Grande. They all come from México, Belize, Guatemala, Honduras, Salvador, Nicaragua, Costa Rica, Panamá, Colombia, and Perú, All of them are different countries, with different histories, different people, and different laws.

9. “Easy comes easy goes.” I will not even waste your time on this matter. If it sounds too good to be true, then yes! It probably is too good to be true. Nobody on this earth can give you 45% per annum in a legitimate investment.

10. There is ‘risk’ even with legitimate well-known and established private banks. Right now I am trying to help a client who deposited a large amount of money in CDs, in one local bank.

11. If you really want to live in Costa Rica then, please live IN Costa Rica! It was the year 335 B.C. Alexander the Great faced one of his greatest battles. When his army reached the Phoenician coasts, he realized their enemies outnumbered them by 3 to 1.

Do you know how he managed to win the battle? Quite simple! He ordered his ships to be burnt… While the ships were on fire and sinking on the ocean, he spoke to his army and told them the only way to go back home was on their enemy’s ships. It was that or else.

Scam 3Tips Avoiding Scams In Costa Rica we here at Cody L Gear and Associates know you work hard for your money. Moreover, that is why I want to provide you with a Costa Rica Scam Alert. Thus, I am offering some tips to help you avoid being scammed in Costa Rica or at home.
Most importantly, we have learned that various solicitations have appeared on Craigslist and other social networking sites. These sites encourage consumers to deposit escrow funds to secure an interest in property located in Costa Rica. The scammers want you to send payment through Western Union. They want it payable to what appears to be a legitimate, reputable real estate company with name recognition. (Such as Remax, Century21, etc.…).

Check them out

I have contacted the real estate companies and none of them are associated with this type of solicitation. This is another scam being perpetrated on the unwary and is currently being investigated by law enforcement.

Additionally, we have been made aware of an Advance Fee Scam. This involves the unauthorized use of a brand name such as the one mentioned above.  By using a website and email address utilizing the name of the nationally known real estate company to hold the property.

In an effort to instill confidence in this transaction, the scammer fraudulently claims to have listed the property with the multi-listing service. Using a local Real Estate office in Costa Rica, and arranging for a fraudulent email notification. Thereby, posing as a real estate agent in Costa Rica (and using the real estate company’s logos) to be sent. The scammer disappears once the deposit is received, leaving the prospective buyer defrauded. For your information, there is no regulatory oversight of the Real Estate industry in Costa Rica and there are no licensing requirements. Because of these facts, there is no such thing as a multiple-listing service in Costa Rica

Here are some tips to help you avoid such scams:

KNOW THE PERSON YOU ARE SENDING MONEY TO. If you receive an email from a real estate agent with payment instructions, call the requesting office using the phone number located on the solicitation. CRAIGSLIST IS NOT INVOLVED IN ANY TRANSACTION, and does not handle payments, guarantee transactions, or provide escrow services.

USE CAUTION WHEN GIVING OUT FINANCIAL AND OTHER PERSONAL INFORMATION VIA EMAIL. i.e.(bank account number, credit card number, social security number, etc.).

AVOID DEALS INVOLVING SHIPPING SERVICES. Keep in mind that ONLY A SCAMMER WILL “GUARANTEE” YOUR TRANSACTION.

These types of scams often claim that an MTCN or confirmation code is needed before withdrawing your money – this is FALSE, once you’ve wired money, it is GONE.

PROPERTY LISTING MAY BE LOCAL, but the landlord/owner is “traveling” or “relocating” and needs you to wire money to them abroad.

Most scams involve one or more of the following:

Inquiry from someone far away, often in another country;
Western Union, Money Gram, cashier’s check, money order, shipping, escrow service, or a “guarantee.”
Inability or refusal to meet face-to-face before consummating the transaction.

Someone is Missing in Costa Rica

Do not waste any time initiating an investigation. The longer you delay, the greater the chances that they may never be found.

Calls to investigate the disappearance of people who visit Costa Rica mostly have failed to find the missing person. The main reason for this was the lack of effort from the earliest known moment that the person went missing. Unlike the United States where there are all kinds of alerts for missing persons or endangered people, Costa Rica has no viable system in place to alert people of the missing person.

Why it is Important to Report someone missing in Costa Rica Immediately

Almost everyone here is busy scratching out a living. They really do not have time to stop what they are doing to volunteer for a search. Such was the case recently when a woman came up missing in Guanacaste under suspicious circumstances. We were not retained until three weeks after the initial disappearance. As far as I know, she is still missing.

Considerations

Having prior law enforcement experience I know the value of early response to a reported missing person. Because of earlier response time to such reports, many of the missing were located. Others who were found to be the victims of a crime, the early response assisted in bringing those responsible to justice.

In Costa Rica, law enforcement is understaffed and under-resourced. They lack the adequate resources and equipment to undertake a search for a missing person. Much of Costa Rica is endowed with lush tropical forests and jungles that lure many inexperienced and novice hikers. Unaware of the lack of cell communication once in these areas and being poorly equipped, many of the best hikers get lost.

Reality

Dangers in the jungles range from Jaguars to over thirty-nine species of poisonous snakes, not to mention crocodiles and scorpions. Medical response and medical facilities are spread out and it could take hours in some instances to get to a medical facility. Once there, of course, there is a concern that they will have the necessary equipment and staff to treat the injury.

Thus the need to report a missing person and contact someone here in Costa Rica to start looking for that person will play a vital part in finding and returning the missing person.
