Cheating and Costa Rica

Cheating in Costa Rica is alive and well. Recently, I have noticed an increase in cases involving a cheating spouse in Costa Rica. During the past year, the demand for surveillance I receive of a cheating spouse has risen dramatically. The increase has been so dramatic that our private investigation agency has had to increase staff to keep pace with the demand.

if you have a loved one going to Jaco, that’s a huge red flag. Jaco has become the hotbed for sex tourism in Costa Rica. I have a list of hotels and casinos that cater to men traveling to Costa Rica for a “good time”. You should know that there’s no way to prevent cheating, but you can catch a cheater “red-handed”.  Surveillance is never quick or cheap. Your husband or boyfriend will never perform on cue. You need to know that patience and perseverance will get the proof you want.

What can you do?

First and foremost, get prepared. Most people like you have had this suspicion for some time. It’s no surprise and now you have decided, enough is enough. You need to be financially ready to fund the surveillance. The most successful surveillances occur when we are in the same hotel as the target.  Naturally, since the boys are going there to live the “lie” they stay in places that are convenient to the girls. These places are not cheap! If you don’t commit to the surveillance in advance of their trip, getting a room in the same hotel may be problematic.

Second thing needed

You need to obtain as much information about their plans as possible. If you can, get a copy of their itinerary and take mental notes when they are sharing details with you. Pictures of your loved one as well as anyone who may be traveling with them.  Something you may hear is about the fishing trip. I know that Costa Rica is known as a fishing destination for avid fishermen. I am working on many cases now that began with the story that the errant spouse is going to Costa Rica to fish.

This “cover story”, in a sense is true. I know the type of fishing being done is not in the ocean. It is in the numerous locations that have young, beautiful, and exotic women who work in the sex trade. The bait being used is approximately six inches long, green, and is called United States currency. Yes, cheating is alive and well in Costa Rica.

Where do most cases come from

The highest rate of cheating spouses coming to Costa Rica comes from the larger metropolitan areas such as Los Angeles, New York Chicago, or Miami. Over the past six months, the majority of infidelity cases have come from the Atlanta area. The cases range from a weekend spree to secreting money to prostitutes and starting new families complete with children.

I have had cases where the cheating spouse has bought real estate in Costa Rica, without the knowledge or consent of the stateside wife. The wife can attach all assets here in Costa Rica without first obtaining a divorce in the United States. Costa Rica has very unique laws concerning such real estate purchases.

How I have responded to the increase

Our office here in San Jose is fully staffed and I have a partner who is a licensed Costa Rican Attorney. Here, to recover assets that have been squandered surreptitiously it is necessary to have an attorney. As a result, the victim’s spouse can get equitable relief in negotiating the property and settlement agreement. It also permits for the surveillance team to access the resort at will thus making the chances of success much greater.

A professional will have a  surveillance team. Organizing and placing agents in locations that give the best vantage is essential to a successful surveillance. So-called investigators that try and do this alone are doomed to failure. Today,   awareness of what is going on in the immediate area and seeing the same face too often will alert a target of being watched.

Costa Rica is a beautiful and generally a safe place to visit. I have prepared a few Costa Rica travel tips from to help you. Planning and travelling to Costa Rica will go smoother. First don’t leave your belongings unguarded. This is especially important when you are on the beach or in a crowded place. Keep your passport, money, and other valuables close at hand. Beware of scams. There are many scams targeting tourists in Costa Rica. Be aware of schemes such as people offering to help you carry your luggage or sell you drugs. Stay alert when driving. Many roads in Costa Rica are narrow and winding, and there is a lot of traffic. Be especially careful when driving at night.

Be aware of your surroundings.

Keep an eye out for pickpockets. Also, be careful when using ATMs. Keep your money in your pockets or inside your backpack. It is common for thieves to target visitors. Know the rules.

Costa Rica is a very safe country, but it does have its rules and regulations. Do your best to learn them before your trip. Keep in mind that you are no longer in the United States. The laws here are different than those you are accustomed to.

What Information a Costa Rica Investigator Needs

Surveillance in Costa Rica

With most private investigators it is common knowledge that the cheater is, generally, aware that someone may be watching or following him/her. Costa Rica Real Estate Fraud

Real Estate fraud plagues Costa Rica. Recently, that police arrested four persons in connection with a $50 million dollar Real Estate fraud. According to numerous news sources the four arrested are lawyers and Notaries. In Costa Rica all notaries have to be licensed attorneys. The documents that pass through National Registry must be notarized. Since most land purchases are purchased in a Costa Rica Corporation the transaction must be notarized. Generally, attorneys are given power of attorneys over the transactions. In contrast to the United States, a notary cannot notarize a conveyance to which he is a party. Here that is not the case.

Temptation

With that kind of power, it is easy and tempting to do something less than honest or correct. In this particular case according to the news source, the victim is an elderly German woman. She appears to have lost ownership of her properties in southern Costa Rica due to inappropriate paperwork. Although the accused have yet to be identified the police are saying that have arrested a 61-year-old woman and a 65-year-old man in Alajuelita. Also arrested were a 37-year-old woman in Cartago and a 60-year-old man in Coronado. According to police documents the crimes allegedly happened between 2010 and 2012.

The latest reports

The two persons arrested in Alajuelita are also notaries but are not active now. The pair is charged with improperly administering the woman’s property in Punta Uva and Bahía Ballena, which is located in the southwestern area of the country. According to police documents, both had access to $5 million in cash.
The suspects that were arrested lived in Cartago and Coronado and are active notaries. Police said that they assisted in the creation of 19 corporations that play a role in the fraud. Police alleged that the suspects tricked the elderly woman into signing papers so that she lost the properties.
Agents also reported that when they searched the offices of the suspects they found two unregistered pistols.

Breaking news on Barbara Sturncova

Barbara Sturrncova who went missing five years ago is in the news again. Apparently, her male companion, The FBI arrested today while attempting to board an airplane with his new bride. He was arrested for using a fraudulent passport.  In the past, there has been much speculation about Ulner and the role he played in Sturncova’s disappearance. No one has seen or heard from Sturncova since her disappearance and none of her bank cards have been used. Although highly coincidental, there is no evidence to link Ulner to her disappearance.

 

We wrote a cold case article about Barbara Sturncova and others that have mysteriously vanished into thin air. There are several people who have vanished never to be seen or heard from again. Fox 31 in Denver is reporting the story. There have been several people who have tried unsuccessfully to find Sturncova but have run into dead ends. The odds of ever finding her are poor.

The information we have received is that Ulner recently married and was at the airport leaving for his honeymoon when the FBI nabbed him. Information on his new wife and other information concerning his arrest has not been disclosed. Perhaps one day someone will discover Barbara and bring this case to a conclusion.

I have written this article to emphasize to those who have loved ones here, not to delay reporting a person missing. The simple fact that law enforcement is stretched to the limits further complicates cases like Barbara’s. The longer the wait the colder the trail. My years of working with homicides have taught me the quicker I get the case the better the result.

Do not waste any time initiating an investigation. The longer you delay, the greater the chances that they may never be found.

Calls to investigate the disappearance of people who visit Costa Rica mostly have failed to find the missing person. The main reason for this was the lack of effort from the earliest known moment that the person went missing. Unlike the United States where there are all kinds of alerts for missing persons or endangered people, Costa Rica has no viable system in place to alert people of the missing person.

Why it is Important to Report someone missing in Costa Rica Immediately

Almost everyone here is busy scratching out a living. They really do not have time to stop what they are doing to volunteer for a search. Such was the case recently when a woman came up missing in Guanacaste under suspicious circumstances. We were not retained until three weeks after the initial disappearance. Having prior law enforcement experience I know the value of early response to a reported missing person. Because of earlier response time to such reports, many of the missing were located. In Costa Rica, law enforcement is understaffed and under-resourced. They lack the adequate resources and equipment to undertake a search for a missing person. Much of Costa Rica is endowed with lush tropical forests and jungles that lure many inexperienced and novice hikers. Unaware of the lack of cell communication once in these areas and being poorly equipped, many of the best hikers get lost.

Reality

Dangers in the jungles range from Jaguars to over thirty-nine species of poisonous snakes, not to mention crocodiles and scorpions. Medical response and medical facilities are spread out and it could take hours in some instances to get to a medical facility. Once there, of course, there is a concern that they will have the necessary equipment and staff to treat the injury.
